Mr. Kelly is an Associate at VAI with expertise in the area of Traffic Engineering and Transportation Planning.  Mr. Kelly has over 21 years of experience in the design and permitting of transportation projects and complex land development projects in the states of Massachusetts, New Hampshire, Connecticut, Rhode Island, Vermont and Maine. Mr. Kelly has a wide range of experience in the fields of Traffic Engineering and Transportation Planning and has prepared hundreds of transportation assessments and environmental impact reports for a wide variety of large and small scale development projects throughout New England.
